Executive Director

The Executive Director serves as chief executive of Support Within Reach (SWR) and, in partnership with the Board, is responsible for the success of Support Within Reach.  Together, the Board and Executive Director assure SWR’s relevance to the community, the accomplishment of SWR’s mission and vision, and the accountability of SWR to its diverse constituents. The Board delegates responsibility for management and day-to-day operations to the Executive Director, and s/he has the authority to carry out these responsibilities, in accordance with the direction and policies established by the Board.  The Executive Director provides direction and enabling to the Board as it carries out its governance functions.

County Supervisor
(Beltrami,Hubbard, and clearwater)

The County Supervisor is responsible to perform several functions that are vital in maintaining smooth operations in the Assigned Counties.  This includes program development, supervising staff (encouraging staff and dealing with performance issues), and community relationships.  This position may provide support and advocacy services to survivors of sexual violence.  This is a non-exempt position that involves the supervising of all Beltrami, Hubbard, and Clearwater Counties program staff.

Regional navigator

Minnesota is a national leader in its work to legislatively mandate programs and services for sexually exploited youth under the age of 18.  The Safe Harbor legislation was passed in 2011 and resulted in the development of the No Wrong Door model, a multi-disciplinary statewide approach to identifying and serving victims and training law enforcement, child protection, social workers, and others who encounter victims of sexual exploitation.  As part of the state’s effort to implement Safe Harbor, the MN Department of Health is administering grants throughout the state to fund regional navigators to serve as experts in sexual exploitation within their region of the state.  Support Within Reach's navigator will serve as the main point of contact for referrals of sexually exploited youth in the region and will also work with the Statewide Safe Harbor Director to develop protocols, train professionals and community members on the issue, and develop a system of coordinated care in the region.  Responsible for implementing the Safe Harbor Law/No Wrong Door Model in in the identified region listed above by improving community capacity to identify sexually exploited youth (age 18 and younger), increasing effective services and outcomes for sexually exploited youth, and enhancing coordination between systems of care for sexually exploited youth

Emily has been with Support Within Reach since November 2022. She completed her bachelor’s degree in Social Work with a Nonprofit Leadership minor from the University of North Dakota and is currently working on her master’s degree in Human Rights and Social Justice from Arizona State University. Emily is originally from Fargo, North Dakota but recently moved back up north from Illinois with her husband, two children, and Australian Cattle dog, Meeko. Her passion in life is to do whatever she can to aid in ending human trafficking and is thrilled to be a part of the Support Within Reach team serving the Beltrami, Clearwater, and Hubbard counties.

Program Coordinator, victim services, court and sey (Itasca County)

Marcy has been with Support within Reach since May of 2017. She works in the Walker Office and is the Cass County Sexual Violence Services Coordinator. As in all outlying offices, Marcy does all client services in Cass County, which includes peer counseling and medical, law enforcement and prosecution advocacy. Marcy chairs a multidisciplinary team to help ensure victim centered responses in Cass County and she also gives presentations to schools and other community members. Fun Fact: Marcy graduated from the University of Minnesota- St Paul and she has four grown children and three grandsons.

Ms. Angela Ness-Byer has been a long-time resident of the Park Rapids area and graduated from Park Rapids High School in 1990. She has diplomas in Sales and Management and Community Health, and several certifications related to the care and well-being of people. She came to Support Within Reach in December 2020 with significant experience in personal health coordination and domestic abuse advocacy.  She has work history in domestic violence and her outreach experience is now being put to use in her role as a Sexual Violence Advocate and Coordinator for Hubbard County.
Fun Fact: She loves pets as evidenced by her 3 Shih Tzu Dogs, an adopted rescue dog from the Dominican named Bravery, a recently adopted cat named Tigs, and the weekend babysitting of several of her Kids pets better known as “Gram’s Day Camp”.
